I'd prefer that the right of secession be as widely recognized as the right of free speech, or private property. That way, if you don't like your existing government, you can either secede to join another government, or you can start your own country. The result, I think, would be a bunch of little countries each with their own form of government. You could then pick and choose the kind of government you like best, but no government could get too out of hand because a big chunk of citizens would just break off and leave.

As for explaining my answer, I am fond of the idea that Emma Goldman had about anarchy...that it was not some naive and impractical way of living or something chaotic and fractured, but that it's an ideological re-examination of what's natural in life and in human essence. That's the simplest I could possibly summarise it.
