Us european backpackers were always told "Don't wear shorts or tennis shoes or you'll look like a tourist." This is assuming that you didn't want to be pegged immediately. But frankly, Europe is not warm like the US is warm, at least not as early in the year. Moving to Seattle this makes much more sense. In May 2001, the weather here was comparable to the weather in Germany and such. Some nice days, but not many. So it doesn't really make sense to wear shorts or non-watertight shoes.

But now I wonder: what do Europeans wear when they visit DC/Disneyland/world/NYC in August and such?

from working hotels i can tell you the germans in particular favor very loud, brightly colored synthetic clothing. and the women lean towards thin tank-tops, braless. the men, t-shirts. They really enjoy the plum-smuggler bathing suits, too. this describes at least 80% of german tourists I met.
