Congress is responsible for domestic law, domestic policy, and 90% of the part of the economy that government can influence. The president is responsible for foriegn policy. Yes, he happens to have a veto that he is supposed to use on rare occasions, but that does not make the law his responsibility. (It's just that most people like to have just one person to blame or credit for things, so the Prez makes a convenient target.)
