it would be easier to fade all of the LEDs up or down at once if you are just going for the dimming effect. there are off-the-shelf devices that do it or you could rig it up easily with an Arduino and a simple analog knob.
to turn each row on though, you would need something like a rotary encoder I would think. also the cost might not be that far off because the kind of LEDs that produce enough light to be useful as lamps are pretty expensive. most of the strip lighting you see is ambient/accent lighting, though there is still a premium for complete LED products because it is so new.
