My Great Aunt told me how the mob tried to come to Seattle back in the twenties or thirties and they got kicked out quickly because the cops ran everything. They were who you paid your bribes to, they ran the gambling and prostitution as well. My Mom dated a guy for awhile whose parents ran a shop on 1st ave and every week they had to give a percentage to the cops. (brown paper bag and everything)
