I don't understand releasing the first dvd for piracy purposes. So pirates have a quality version to make copies of?

to encourage people to buy the DVD instead of bootleg copies, I think

There are a lot of people eager to own the movie on DVD, and if "legit" copies aren't on sale, they'll buy low-quality bootlegs.

Maybe, but by releasing a dvd to the market they ensure that you can buy/download high-quality bootleg copies (digital media doesn't loose any quality when you copy it). Without that master dvd available the best you'd be able to find would be a low-quality cam version, which would most likley be replaced when the real dvd his the stores since nobody enjoys watching cams. It just doesn't make sense from a preventing piracy standpoint.

I think that (at least for now) most DVD purchasers in this country would rather buy a legal copy than a slightly-cheaper, high-quality bootleg.

Yeah, I think most DVD purchasers in this country would have no idea where to buy a bootleg version even if they wanted to.
